AT^CARDLOCK command is used to unlock the datacard if it is locked to a specific operator.
The lock status can be,
1 - unlocked code need to be provided
2 - Unlocked code need not be provided
3 - Locked forever
The commands also returns how many unlock attempts are remaoning.
Also if the card is locked, the operator information is provided.
