    Guys,
    Basic question, sorry :
Is it possible to send AT commands over the air or is is something that´s reserved only to operators?

You cannot send AT commands over the air, not even by the operators. AT commands are intended to work between a Terminal Equipment (TA) such as computer, embedded host platform and Mobile Terminal (MT) such as modem device.

To get or update information on the device, operators typically use other protocols such as Over-The-Air Service Provsioning (OTASP) or OMA-DM (Open Mobile Alliance- Device Management).

Sorry, but you can send AT commands over the air, yes.
At Sierra Wireless we do that a lot, every day.
